Heyo! This is a known issue that Bungie is currently investigating. This is from the 'Known Issues' section of the [url=https://www.bungie.net/en/Explore/Detail/News/49630]10/8 TWAB[/url]:

LOL You know when Bungie will "address" the problem? When the FotL [i]ends[/i], that's when. Now if it was giving stuff away you can be damn sure it was patches and fixed within 48 hrs though :(

True. Drops a 750. Doesn't touch it till next year if at all. Drops at 1060? Patched immediately.

Bungie should replace the "sometimes" with "yeah, we f'd up, every gets free stuff"
