Have you got an Xbox One S? There is a fault that can develop with the ethernet port on the console, I had to send mine to the Xbox hospital in Germany last year.
You said you bought a new cable, try the old one again?
Try on wifi for a while to see if you still get the error.

An update, still getting the error on Wifi as well. Saw some other people post about it, and it seems to be an issue with Comcast customers specifically. Don’t know what’s going on but something is
