Hey there! Log out of Bungie.net and clear your browser cache/cookies. After that, log back onto Bungie.net to generate a code. If you are on the companion app, uninstall the app and power off your phone. Power it back on and reinstall the app to see if you can generate a code.

I just tried what you recommended. It does not work, I am still having the issue.

Codes that were generated before the grace period has expired and cannot be used. You should be able to generate a new code. Have you tried to use a different browser as well as going incognito?
