Hunter Tether top tree
Bungie fix hunter tether top activation.

It worked so well in the beginning of D2. I'd hate to go back to the mass whining about "I can't even use my Super in PvP without some Hunter tether shutting me down! Wahhhh!" though, because somehow using your Super to shut one down is way worse than going on a killing spree with one.
