It has to be a weapon you forge with ballistic logs. I dont think research frames count. Also use forge polymer the armor can drop with it. But if you dont get it with your 2 ballistic logs just spend your modus reports and rebuy the gun quest and just farm the forge that drops it

I can confirm I finally got it (it was the last one I was missing) from an armor piece got with forge polymer
