You can change the Xbox account that your Bungie profile is tied to but you can not transfer any progress. Whatever progress that is on your brothers Xbox account will stay there. If you are going to use a new Xbox account for Destiny, your progress will start at 0.

So what is the purpose of Cross Save is my progress will start again at 0? There is no way of unlinking my Bungie account and linking it to a new account to get all of my progress on there?

Also, there is no progress saved on your Bungie profile. Progress is only saved on your platform’s account.

Cross save allows you to access characters from one platform (Xbox,PS4,Steam) and use them on a different platform. It does not allow you to access progress between 2 accounts on the same platform. If you started your characters on PSN or Steam and want to cross save to a new account you can. You can’t move progress between 2 Xbox accounts if the original progress was on Xbox.

So I can only move from Xbox to Steam (for example) and keep my progress, not unlink one xbox account and link another?? that’s really unfortunate. thank for you the help though.

So if you cross save Xbox characters to a Steam account, the characters don’t actually become permanently tied to your Steam account. The Steam account is only accessing and allowing you to play your Xbox characters on Steam.
