Technically hes not dead and this was part of his plan. See whisper mission on Io before its vaulted. Odds are he will return in some way, shape, or form.

% No we mopped the floor with him. In a last ditch effort he went and turned himself into Whisper of the Worm since thanks to Sword Logic he isnt allowed by the rules to physically exist. We beat him its done. Best he can do is live on as one of the strongest guns in existence %

He didn't turn into whisper, he gifted it to us so that he could feed off our kills. Also xol doesn't follow sword logic which is why he taught Nokris necromancey (which is against sword logic). Additionally worm gods likely have thrown worlds just like crota and oryx. Meaning that we would have to kill him there, not in the physical world like we did.
