I don't think regular Blink should be touched.
What I do think is that the other "super dodge" abilities (Ionic Blink and Dark Blink) should be unbound from their super-only usage and become neutral abilities like Icarus Dash.
Nova Warp needs it and ever since the Arc Web nerf top Storm has completely fallen out of PvP.

Icarus dash uses super when done in dawnblade.
