You have to turn out new loot/mods/customizations to retain the current player base; preventing stagnation. This inevitably breaks the meta and Bungie corrects it through Nerf/Patches/Sunsetting etc.

I don't see any design philosophy which demands that all legendary scout rifles always have to be below-average weapons. Or that you should always be able to land easy sniper headshots even when getting flinched from multiple directions. It's not all about metas. It's about essential adjustments that should've been made a LONG time ago.

And that volatility is derived from the introduction of new loot/mods/weapons ie ‘ways to play the game!’ (Increasingly laborious quests as well to keep you logged in) The issue is they have to eventually penalize the way you play the game by rolling back how much they break ie Mountaintop They have to keep introducing and breaking because the true endgame is dismantling all your shit to start over.
