Fusion rifles can roll perks that cancel each other out

I noticed a Main Ingredient rolled with Liquid Coils and a Charge Time masterwork, but these things cancel each other out. Liquid Coils gives +10 impact and +40ms charge time, and Charge Time masterwork gives -10 Impact and -40ms charge time. It doesn't seem like this should even be possible as a roll since that's effectively removing a perk from the second column of the fusion rifle. I assume it happens on the other fusion rifles with those in their perk pool too. Just thought you Bungie folks might find it appropriate to adjust that as I don't think there are any other weapon types that have such a conflicting perk pool potential.
