I think the reason for no cap was not really a reward just a way for people to get gear that is being removed for Beyond Light that will basically be just a piece to take up storage and be completely useless.

The raid armor LL got moved to arrival's max tho. As for the weapons, it's more for collectors than anything, since they'll all be useless
