Cross-save allows you to access the data from your active account, Xbox in your case, across all of your linked platforms. The data does not transfer to the other accounts, and it will always be permanently tied to your Xbox account. It is correct that your Steam account will show as having no characters, because you do not have character data on your Steam account, and are using your Xbox data to play the game. Regardless of what platform you are playing on, the save data is in fact Xbox data.
This means that you need to be looking at your Xbox account, not your Steam account, when using the companion app, or third party sites.

Please help!!! I can’t make fireteams anymore for xbox, even though I main and play xbox, because I first logged into destiny on ps4. Up until now, it was merely annoying that I couldn’t make my main profile “xbox”. With this most recent update, i can only make posts for playstation now, and I can’t even join xbox posts

So what happens when those previous accounts go invalid? Why can we not port our profile to the new platform of choice as a new default? It seems this is not good for the years of experience built by players when they want to move from one platform to another at the risk of losing, perhaps one day, access to the former accounts.
