It’s hard to say how SMGs can become better in PvP. If you rank weapons based on range it goes like this:
Shotgun
Sidearm-Fusion Rifle
Auto Rifles-Pulse Rifles-Handcannons
Scout Rifles-Sniper Rifles
Obviously there are variants and other weapons but you get the idea. So where does that leave SMGs? They’re supposed to be in the same area as Sidearms and Fusion Rifles. Yet they are outclassed by Sidearms and Auto Rifles because of their damage output. So do we increase the damage? Yes. But only precision. I feel that this would work. With their RoFs it would be a nightmare to deal with if body damage got an update.

i feel like other buffs like QoL type ones are also needed, but yes damage is a main one.
