Deactivating cross save will not restore your emblems. What most likely happened was during the linking process for cross save you orphaned the bnet profile that "owned" those emblems. Unfortunately unless you still have another account linked to that profile there is not a way to recover it.

There is no bnet profile, it was a straight switch from xbox to steam, no bnet profile ever, so no orphaned account. The problem occured when I bought silver on steam while I still had silver on xbox. Poof, emblems gone. My characters are still the xbox ones but the collections (at least the part linked to purchases) seem to be linked to steam. I appreciate your answer as it would be the case for many others, however it is not in this circumstance.

Do the codes show as redeemed in your profile history?

then they had to have been redeemed on another profile. If they were redeemed on your current profile not only would they show in your history but they woud be available to all linked accounts so regardless of cross save they would show on both accounts.
