If you are an admin, or founder, you can kick inactive members. You can also change settings. Normal members should not have that ability as when a founder promotes somebody to admin, it means they trust that person to make the best decisions for the clan. As far as a vault, for giving other members weapons or armor they do not have, no. But a vault that allowed you to put materials into a common bank, where everybody could contribute and make withdraws, I don't think that would impact the game too much.
