You need to complete Level 7 of Escalation Protocol. After completion, a chest will spawn which will guarantee you an armor piece. They are on a cycle, but NOT a weekly rotation. They just cycle through whenever you complete a Level 7. So you should have the complete armor after five completions.
For the Braytech Scout, that one is from a Quest from Ana Bray.

Thank you Seraphim =) I really appreciate this! It will be easier of what I expected then for the Armor. About the BryTech Weapon... I completed all the Quests from Ana. In fact, I also have the Exotic Scout and the Sleeper. Weird...
