Nightwatch has the widely accepted god roll of subsistence and rampage, but have you considered that maybe this guy likes having more reserves and higher reload speed? Rapid hit is one of the best reload perks in the game, so it's not bad at all. You can also observe that his Nightwatch is not master worked, suggesting that maybe it's a temporary weapon and he is still looking for a better kinetic primary weapon.
His Ikelos sniper is the god roll for pve. Appended mag allows for one of the best ammo economy management options for the sniper, which is very important in pve activities and especially for boss damage. Seraph rounds are useless on this gun. What are you doing with it? Spraying around the corner with a 140 sniper like it's a fricking Hardlight? Maybe doing trick shots and not actually dps?
The only place where seraph rounds would be useful for this weapon would be in pvp, because it has a hidden range bonus that can increase the aim assist on the gun, which suffers from shorter fall off because it is a rapid fire frame. Maybe even once in 1000 shots you will hit a lucky around-the-corner snipe. However, this is by far not the best option for an energy Crucible sniper, so it doesn't make sense to use this unless you have nothing else.

And could you please elaborate on the "overlapping element" part of your post? I don't understand what you are trying to express there. If you're talking about void, arc, or solar elements, it literally doesn't matter unless he is playing a nightfall with the match game modifier.
