it depends on your point of view and what you value.
Ana is the most intelligent Hunter.
Shin is the most infamous, a slayer of corrupt Lightbearers.
Cayde's legacy is his mercy, which is what ultimately got him killed. He could have slain the Barons but instead he took them to the Prison of Elders when he caught them. He let them live, and the result? They killed him when they got loose.
I don't know much about the others listed.

Petra had hired him to capture them alive. The Awoken preferred taking prisoners for the Prison of Elders rather than killing them. Cayde had no problem killing targets. I can’t really put my finger on what Cayde’s legacy is. Us players know him for his personality and many know him for hunting down enemies of the City and Reef.
