Cosmic balance
The universe can’t be dominated by one force both have to exist or everything becomes a living hell. A blinding world where everyone is in perpetual agony or a dark world where nothing moves. If we are to truly get rid of the darkness we’ll also have to get rid of the light, something Bungie hunter at in year one with the Symmetry flight ship.

Which is exactly what we have in the real world. The strong survive, the weak die out. It’s when extra things come into play to try and help out the weak when things get messy. It’s the natural order of things. Survival of the fittest. Plain and simple. That’s not “Dark” in my opinion. It’s just how things are. Take away the Darkness, and you have a myriad of weak life forms all crowding and overpopulating the universe until it eventually has nothing left to give. Take away the Traveler/Gardener, things go back to the way things are meant to be.
