I have 20 in download and approximatly 1 in upload And Im wired Also I opened the ports related to destiny and it doesn't change anything

Your 1 upload is your biggest issue. That is the minimum Bungie recommends. So any hiccup/strain in the connection (from network congestion, other users/devices on your network, etc) will put you below minimum. On top of that, your connection is being split between 11 other players, 1 virtual server host, and the Bungie servers...so you have little wiggle room in your bandwidth.

wtf so without an optical fiber you can't play this game properly ?

You can try use a cheap router and flash with openwrt and use SQM with cake and the script peace-of-cake.
