I have the same issue sometimes after an update or server reset. I log back into the game and I experience a lot of stuttering. I am using a 1080 and have the latest drivers, but this was happening prior to the newest driver release, always after server reset.
I've messed around with video settings to see if there's something in particular that is causing it, but no matter what I toggle or modify, it still keeps happening. Issue always resolves itself somehow but it's gotten to a point where I have run out of things to try.

I just experienced mine last week. for almost 2 months, my destiny ran super smooth and no problems at all. I think it all started when I updated the gpu drivers but I wasn't quite sure if that was really the case. But I took scope2970's advice and downgraded my dirvers to 446.14, for 1 hr of playtime so far I haven't gotten any issues. Hopefully this is the fix but I'll observe more later on when I get back into the game. My advice is to try it out and do a fresh install of those drivers.
