That's more or less my point. Taking money from them isn't going to solve their training issue, training costs money, lots of it.
I'll openly disagree with the average person being scared of the police though. Unless the average person is now a felon or has a propensity for violence in which case a cop is exactly who you should be worried about.
The majority of police encounters go by smoothly they only take a dive when the people are non-compliant. You fight cops in the court not in the street. Plenty of lawsuits won over a LEO being incorrect only difference is the people that know where to fight, tend not to lose their life.
