Code: Toad

I recently moved to a new house, and ever since I haven't been able to get past the Shadowkeep login screen, with getting the :Toad error every time. I restarted Steam, my router, my computer, and tried uninstalling D2 and reinstalling it to no avail. I also cleared my cache on Steam. I haven't had any similar issues to this before, any advice?
