When did you make your purchase? According to the API, you own Shadowkeep and have 1 season pass that was applied during Season of Undying. Did you purchase Shadowkeep twice?

needless to say the season pass of sesaon of undying was returned with shadowkeep

As mentioned, season passes cannot be returned. You said you purchased the DLC in November and according to your account info, you had a season pass applied to that season (Season of Undying). The pass was applied to your account immediately on your first login after making the purchase.

Actually yes i did in november i think but i bought it by mistake so i returned it on steam but now i got money so i wanted to buy this for real and wanted to experience shadowkeep

That would be why. Season passes are non-refundable and are separate from DLCs, so while you did manage to get a refund on Shadowkeep, you already received the 1 free season pass from that purchase and would not get a second one from purchasing the DLC again. To get the current season pass, you can purchase it for 1000 Silver.

Your account info shows that pass was applied on or before November 2nd, but you didn't log into the game again on any characters until March 10, 2020, the start of Season of Almighty. Unfortunately if players don't play during the season they get their free season pass, it expires and they are not granted an additional free pass. Platforms also won't allow players to exploit getting multiple season passes for free by buying Shadowkeep multiple times and refunding. You'll need to purchase a season with Silver if you want access to the Season of Arrivals content.

also when i bought shadowkeep it had "includes shadowkeep+season of arrivals" and thats why i bought the bundle because it included 2 items so now it would be false advertising it was never written anywhere that "hey if you buy it by mistake and return it to have money for living you won't get season pass when you buy it again even though it said in description that it includes it"

It says "Includes Season of Arrivals" because that is the current season. I cannot explain if or why Steam does not provide more detailed information about this specific item, but see Steam's policy regarding "Refunds on In-Game Purchases", which applies to D2's season passes: https://store.steampowered.com/steam_refunds/ For further questions about their policies, you'd need to contact Steam Support.
