Unfortunately the Almighty seal is not part of the seal the deal achievement.

I completed the wayfarer seal last night and the achievement has not popped for me either. Reset xbox travelled to tower, went to orbit etc and nothing happened.

Xbox can be weird with achievements. Two things to try is to change characters via the settings menu or signing out and back in.

All you can do unfortunately is wait until it pops and keep trying the steps you've tried and what I've suggested.
