If you are referring to the weekly strike challenge (3 strikes with certain subclass), crucible challenge (4 games of core playlist), gambit challenge (3 matches of gambit/prime), or the weekly clan xp challenge, then yes these are only +1 pinnacles. This has been their level since they were updated last season.
