The original deluxe edition included what was called the Expansion Pass at the time. This only gave you access to Expansion I (Curse of Osiris) and Expansion II (Warmind). No editions of Destiny 2 ensured all future DLCs for free.
If you want a refund, you would have to take it up with Blizzard. You would be subject to their refund policy.

If you're referring to Curse of Osiris and Warmind, the content from these DLCs are no longer in the game.
