Why don't all exotic weapons have a catalyst?
Title
Seems kind of unfair, even for the multikill orb generation but every exotic weapon should have one. Why is this not the case?

Exotic weapons need love. Many of them have no catalysts and are not used as much in regular PvE because they lack orb generation on multi kills All but 4(I think) have no effect on champions so are not used in high level PvE. I used to feel naked without an exotic weapon equipped but somehow it is better to run all purple on the left.
