Why don't all exotic weapons have a catalyst?
Title
Seems kind of unfair, even for the multikill orb generation but every exotic weapon should have one. Why is this not the case?

They announced when masterworks first came out they plan to give all exotics masterworks All year 1 exotics have a catalyst and they have been releasing more very slowly. Or they could do what they did awhile ago and completely lie and not do it (im referencing how they said along time ago they wouldn’t sunset and they are now)
