Why don't all exotic weapons have a catalyst?

Seems kind of unfair, even for the multikill orb generation but every exotic weapon should have one. Why is this not the case?

Bungie hardly has enough content in this game to last 2 years right now but they have to reach that 10 year plan marker. So they have to stretch out content to a ridiculously slow degree. There really is zero reason why year 1 exotics still don't have catalysts other than they are just delaying it as long as possible. It's been datamined and leaked that all these guns already have catalysts ready to go. They just haven't been added into the game cuz, 10 year plan, gotta drag everything out as long as possible.
