Why would the Cabal dump 95% of their army into one solar system if they only had the scouting legion and the red legion?

<It's not that other Legions don't exist, I just don't expect to see any. Caiatl, having grown primarily under the expertise of Evocate General Umun'Arath, should know better than to try anything in this system with significant force. Hence, the next time the Cabal should be a legit threat should be when we go to their world... at least if how I think that alliance should start ends up being what it is.>
