You may not see your own lag...but others did & reported you. Enough reporting got Bungie to investigate the reports & determined that your connection was bad enough to warrant another restriction (as they go 2 weeks, 2 months, permanent). Can you provide your tested (using speedtest.net to test to centurylink in Seattle Washington, or your console to run the network diagnostics) and provide your results? Be sure to include up/down speed, nat, ping/latency/jitter, and packet loss. Also, are you on a wired or wireless connection? What type of connection (fiber, satellite, dsl, etc) do you use?
