There's also Horkis, Fear of Mithrax. We've never encountered this dude before, but apparently he made quite impression on Mithrax to receive such a title.
I was originally guessing Council could've probably have been from The Eliksnis Golden Age prior or during the Whirlwind.
Them being Hands to either a Council of House Devils or Dusk makes more sense....more so House Dusk....as there's no current fully known leader.

The Fallen Council was definitely formed post-Whirlwind in our solar system because humans are the ones who started calling the Eliksni “Fallen”
