The only way this would work is if the DM in question helped build the characters to begin with. The thing is, with a free RP system, abilities can vary wildly.
Just stop for a minute to imagine all the buffs & debuffs that would have to be made. Some, like burn, would be universal, but then someone would chime in with “see, my weapon here is unique, and it....”.
I think the closest we can do is this;
A. Aside from the DM, nobody can say how their moves affected the target
B. Every comment is one “turn”. What that means depends on the DM, but a reliable guess is one move, one action.
Other than that, though, things are just way too varied.

How about we create character cards, like Pokémon, and each attack would be balanced...

The good RPers [i]do[/i] already make character sheets. The issue is that doesn’t immediately mean you suddenly have a universal battle system, because players still made their own sheets, an can do pretty much whatever they want.
