Somehow Warframe has better PVP and barely no one plays it because the devs focus on the PVE content which is free and yes there's a grind but it rewards you for grinding

Now now, while yes it's a great deal of improvements [DE] had done during this pandemic, but Conclave is still not good and there are a lot of underlying market nerfs behind most of the changes in Warframe. But at the end yes, still much better than D2 currently.
