You get duplicates if he can't give you anything you don't have. Xur won't give you any exotics that come from quests, or from content you do not own.

It is possible that this is the case but I refuse to believe with a give or take 88/148 full collection that I own all exotics which do not require a dlc or quest.

On which character are you buying the Fated Engram? Looking at your collections here - [url]https://www.d2checklist.com/2/4611686018460587657/collections/tree/1573256543[/url] You have all of the Warlock Armor that doesn't require owning either Forsaken or Shadowkeep. Your Hunter and Titan are missing a few exotics that doesn't require owning either Forsaken or Shadowkeep. As @Zelrons stated, you need to own expansions on each platform (in your case both the PS4 and Steam) in order for those missing exotics to be included in the Fated Engram. If you don't own them on both, then you must buy the Fated Engram while playing the game on the platform that has the expansion.
