Sorry but..
1. This should be your friend asking not you.
2. Bungie will not discuss restrictions to anyone more do to someone else other than the person action was taken against.
3. To put it bluntly... they were lagging and ruined game after game for others. These players reported your friend and Bungie investigated them.
To get a 2 month ban they ignored a stand alone warning and another warning which came with a 2 week restriction.
They need to sort out any internet issues and it below recommended internet speeds or having a high signal latency/ping.
Next time Bungie has to step in the restriction will be permanent.
Also be sure of your terminology...
Suspensions... a time out for leaving matches too many times. Last 30min to a hour.
Restrictions... Bungie removed the player from pvp for a time (first time 2 weeks, then 2 months then permanent) for ruining pvp matches for others mainly from lag.
Ban... full removal from the game issued for cheating.

He was being straight to the point. He’s right it should’ve been the player involved, not you. It’s also pointless to post on the forums about it because Bungie has mostly stopped replying to restriction/ban topic posts since implementing the appeal form process. Even if they were/are still responding, BNGSecurity might not be able to because of the pandemic. They aren’t even working in their offices from what I heard.
