Not necessarily. If you could move around 10 stat points on each piece then the base stat distribution would be almost meaningless. You could turn any set into pretty much anything you wanted. Which would be a little too far in the other direction. Even one point per piece would be a huge difference in "fixing" some of the frustrating "almost had it" instances when building a set. (But I'd be perfectly happy to have 10 if they would give it to us. Just to be clear though, I'm talking about moving points individually, not as "10 or nothing" like armor 1.0)
