The "R" in USSR is for "Republic." Does that change it being a communist nation? The communist party has dominated China for 70 years, has never had competitive elections, has made their party leader president for life, has control over the media and the military, controls all significant appointments to governmental institutions, company and corporation leadership, and university positions. So the communist party controls the government, the media, the military, the pillars of the economy, and education. It's a communist nation, and it calling itself a republic has no more significance than the USSR calling itself one did.

Maybe now, you're going to argue the differences in the market economy when compared to the USSR, for example, without recognizing that some freedoms (and more importantly, the illusion of freedoms) have allowed communist goals (one state, one party, one ideology) to not only survive, but thrive in the 21st century. Worse yet, it embodies all of the worst, corrupt aspects of communist regime control prevalent in the reality of such a system, with none of the fantastical, idealist dreams spoken of in theory. It's naked, cynical communism, with the lie of equality replaced with the lie of the capitalist dream, with wealth and riches awarded to those that play ball with the party. The party saw that the greatest failures of communism was economical, and has allowed a facsimile of capitalism, loosening political control in the micro while remaining almost completely rigid and involved in the macro. All media is controlled by the party, and, oh yeah, the nation doesn't have a military...the party does. And the party controls all significant appointments to governmental institutions, companies and corporations, and even universities. So the communist party controls the government, the military, the media, the pillars of the economy, and education, just to hit all of the biggest points. But hey, they call themselves a republic and don't tell you you can't marry the girl you like anymore, so, definitely not communist.
