As i have said before, a tier system is needed, who goes flawless once that week, gets moved to another tier out of the main playlist to a flawless dedicated playlist, to give room to all the others to at least get somewhere on their own, without having to rely on carries or recoveries.
3 tiers would be optimal imo, but 2 would be at least acceptable.

This, but playing with someone who hasn't gone flawless would allow you to play in the normal playlist. That way it would encourage good players to help out less fortunate players.

Hell no, if you have been flawless then you pull the none flawless player into the flawless playlist. Of flawless player could use a non flawless player to do carries, which effectively does not remove the 24-7 carry team from playlist which is what everyone wants.
