About the reporting topic

Last Tuesday I played Iron Banner and matched someone with a really nice flawless emblem, paid ornaments and a good light level.. I was casually doing the Pinnacle bounties until, in the beautiful Russian Vostok, the guy started spraying me with the Ace of Spades. At first I didn't really notice, but after my death, he started spraying my teammate too! After saving the clip and rewatching it only once, I immediately knew he was cheating. Now my question is... Why Bungie, are we, YOUR community, not allowed to report people on your community forums to make your game better... I have a Steam account link, a Bungie.net account link AND video proof of this guy cheating, but I am not allowed to. What is the reason behind this, besides the excuse of name and account shaming. What is shaming about reporting someone that is literally destroying your game by cheating? I sincerely dislike the way this is done. Please, for the love of god, change this.
Now my question is... Why Bungie, are we, YOUR community, not allowed to report people on your community forums to make your game better...
The short TL;DR Version - because it's directly against the Code of Conduct. https://www.bungie.net/en/Help/Article/48807
2. Attempts to name and shame suspected cheaters, rather than using this form. To NAME AND SHAME is to post information about another user with the intention of getting them banned or removed. While we appreciate reports about suspected cheaters, our forums are not the appropriate place to do so. This is to provide safety for both parties since it is possible the suspected cheater is not actually cheating. - To report a user for misconduct on our website, please use the “Report” button, located on every thread, post, user profile, private message, or clan chat. - To report potential cheaters in our games, please use this form.
The long version to your question: Bungie.net has never allowed harassment or naming and shaming other users. In fact, I'd go as far as to say basically any corporation, game studio, developer, AAA company doesn't allow this to happen on their own website/platform - if you find one, I'd love to see it. While your intentions are sound "to make your game better", that's just not how things result from what you're expecting. Making any accusation (true or false), spreads "witchhunting", a common term that comes up in these topics, which is a behavior that we don't tolerate and don't want to foster here. The fact is that you nor I have the tools or facts of what is actually going on. That's why reporting exists and why we ask you to do it - to get it over to the team at Bungie that can directly handle these situations. You can report individuals through this form here and use that as a guideline on how to handle this moving forward. But make no mistake, individuals that target specific users (or groups of users) will be removed from the forums here per Bungie Code of Conduct and Terms of Use.
