Do you have a controller with trigger stops? If the trigger stops before it goes far enough to register a shot, the hammer comes back and the cylinder spins, but the weapon doesn't fire.

My controller was running low on battery so I switched to my spare and did a quick test fire. With my spare Dualshock 4 controller, Hand cannons work fine. I switched back to my usual controller momentarily(still plugged into the PS4 for recharging) and the same hand cannon was firing sporadically, the cylinder turning but not actually firing on most trigger pulls. How strange.
