Sadly, because every platform has its own licensing things, you cannot transfer DLCs between platforms. So you will not be able to transfer forsaken over to Steam, you would have to rebuy forsaken on Steam. I am sorry

It will let me transfer forsaken over to steam but not without a disclaimer stating "All characters will be deleted". That is the problem, losing characters. I can transfer the DLC over.
