Hello again! I found a solution for this issue! If you didn't get the emblem after picking up all 10 Dead Ghosts, then join a fireteam of someone who still needs to pick them up. Once you are in the same fireteam as them and they pick up the Ghost you will unlock the emblem if it is the last Ghost you need! I finally got my Harbinger Title after a year!!!!
