We have played consistently for the past 6 months with no connectivity issues at all.
A few weeks ago he revived a ban for connectivity issues after we won a match against a team we had played a few times already that evening.
He resumed playing and again no issues, until after winning another match 4-1 he is told banded for 2 months.

If your friend is at the two month stage, then they have already had a warning and then a two week restriction and done nothing to better their connection. If they do nothig to improve their connection again, then they can expect a permanent restriction next.
