Exactly, it's original purpose was to create materials needed for colonists when they colonized other planets. What made the SIVA so dangerous was what it was told to do. When Rasputin was in control of it, he used it to infect the Iron Lords, kill them, and puppet their bodies, forcing the Iron Lords to fight their fallen comrades. When the Devil Splicers got a hold of it, they hadn't mastered it yet. They couldn't control it like Rasputin was able to. This SIVA ended up getting three commands: consume, enhance, replicate. The thing with Outbreak Prime/Perfected is that it has different commands. It's just told to kill when enemies are present.
