I have all of the destiny 2 DLC up to this point and i was able to cross save from my xbox 1 but for some reason it did not cross save the DLC that i have on my xbox i would like some help if possible.

Expansions do NOT share between platforms. You must buy expansions for each platform you intend to play on. That means if you own the expansions on Xbox and cross save to PC and intend to play on PC and want to play the expansions on PC, then you must buy the expansions on PC. If you have D2 content on one platform that's not purchased on another then that doesn't suddenly mean you gain the licenses for those DLC when Cross-Save is active. You still need to purchase the corresponding content for each connected platform in order to access that expansion’s content. Only the base game, Curse of Osiris DLC and Warmind DLC is free-to-play for all platforms. You need to Buy Forsaken+Forsaken Annual Pass and Shadowkeep for each platform. Cross Save will preserve all gear, character, and items across all platforms regardless of expansion ownership.
