The base emblem has a drop rate of about "lol, no." All the information I've seen on getting just the base emblem has been contradictory.
The one from the Blind Well has an only slightly better drop rate, and is the defacto way of getting the base emblem.
You can apparently get the other variant by speedrunning each of the ascendant challenges.
