As said before by multiple people: most people in europe do not have creditcards. This means that more often than not the only way to purchase items from outside of Europe is through the use of paypal. Now we used to be able to buy items from the Bungie store through paypal. However since a few months this option has been removed. Is there a specific reason as to why this option was removed and will it ever be returned? Because right now it is impossible for a lot of europeans to buy anything from the bungie store without also incurring costs by purchasing and maintaining a quite costly credit card.
