Can Magnificent Howl get a "middle ground" treatment?

I understand why the perk was nerfed in the first place. NF/Luna's was way too easy to use and lethal on console. Easy weapons shouldn't be the best across the board. I get that. That was actually one of the main reasons why I personally thought it needed a nerf and didn't use mine after I got it when Forsaken launched. However, the nerf made NF useless in PvE. It's still a really cool HC and I would love to have a reason to use it. I think it needs a middle ground kind of treatment. Let the perk activate on precision hits and buff precision damage on the SAME target. That way, we can chain headshots and do awesome damage in PvE without 2 tapping like madmen in PvP. Edit: In addition to this, the perk would have to experience damage falloff in PvP so the gun isn't 3 tapping at 40+ meters. Or the perk could just be balanced separately depending in the game mode, but whatever works. I just think such a cool gun shouldn't be useless in PvE. The nerf was honestly too hard.

    Biggest problem with mag howl was it enabling a consistent 3-tap on 180 RPM. That primary TTK had no realistic competition besides TLW and was always active without needing a kill first, which is usually how extra damage perks are balanced. The occasional 2-tap on an unlucky bystander was rare and not the main problem with the perk. I always felt they could've stopped at changing the RPM to 150 and leave mag howl damage as it was. Right now with that it'd only work as a really great range dropoff compensator without changing 1v1 TTKs. RPM change already fixed the TTK problem. If they really wanted to, making the extra damage work only on the same target that triggered it like you proposed would've fixed the rare secondary 2-tap. Right now mag howl has no real value in pve or pvp beside really marginally compensating for damage dropoff, especially after they fixed the bug where the bonus damage applied to the 1 shot before the actual mag howl shot. Then again I'm also happy they ditched pvp pinnacles all together. More balancing issues than they were worth. Part of me's hoping they just let sleeping dogs lie. NF's still my favorite energy 150 HC for the good range and zero recoil.
